The Singapore Indian Development Association (SINDA) runs the Hello Baby Gift Bundle that includes activities to develop critical skills in babies.
This specially-curated bundle (worth $160) consists of:

To redeem this bundle gift, you must be an Indian parent (or at least one parent has to be Indian) who is a Singapore citizen or permanent resident with a baby up to 12 months old at the time of registration. Your family per capita income (PCI) must not exceed $1500.
3. Parents Step-by-Step
Parent Step-by-Step takes the initiative in supporting parents as they embark on their family-building journey together with their newborn by presenting them with congratulatory gifts, either:

6. National Library Board
This programme aims to reach out to parents to register their babies as library members, and encourage bonding through reading at an early age.
Parents can apply for the NLB membership* via the LifeSG app or register online (applicable to Singaporeans and PRs – requires Singpass login).
Parents who have registered their child as a library member are eligible to redeem a Baby Gift Pack at any participating public library (except for library@orchard, library@esplanade and library@chinatown). Marine Parade Public Library and Central Public Library are currently closed for renovation.
*Membership fee applies to non-Singaporeans.
7. Baby Blisscard @ South West
